11 - May - 2026An energetic Circle Conference of BSNLEU, Sikkim Circle, was held at Gangtok, the beautiful hill station of Sikkim, on 09.05.2026. BSNLEU Sikkim Circle was formed in 2021 and this was its 2nd Circle Conference. Though Sikkim is a small circle, an impressive number of members participated in the conference, reflecting the growing strength and unity of the organisation in the circle. The conference was presided over by Com. Vinora Thapa, President, and Com. Arun Rai, Circle Secretary, presented the report on the activities carried out during the period. Com. Kamal Prasad Sharma presented the accounts of the Circle Union. Com. Animesh Mitra, General Secretary, inaugurated the conference and addressed various important issues such as the 3rd PRC, payment of IDA arrears, implementation of Labour Codes and other burning issues concerning BSNL employees. He criticised the role of the Central Government, stating that BSNL is continuously losing market share due to anti-BSNL policies. He also elaborated on the views and struggles of BSNLEU on the important issues of Non-Executives, particularly the review of NEPP and revision of personal allowances. It was encouraging that leaders from various unions and associations also participated in the conference, including Com. P.K. Dangar from AIGETOA, Com. Tekendra Subedi from SNEA, Com. Shyam Gurung from AIBDPA, Com. Giramkar from SEWA and Com. Dhiren Chettri from BSNLCCWF. All the speakers highlighted the special difficulties faced by Sikkim Circle in the day-to-day operation and maintenance of BSNL services in the difficult hill terrain. During the Subject Committee meeting, members raised several important staff-related issues including stagnation, outdoor network maintenance by PGCIL, posting of a regular CGM in Sikkim Circle, superannuation benefits and other service matters. After threadbare discussions by the delegates, the following office bearers were unanimously elected for the next term: Com. Vinora Thapa as President, Com. Arun Rai as Circle Secretary and Com. Kamal Prasad Sharma as Treasurer. The conference concluded with renewed enthusiasm and determination to strengthen the organisation and intensify the struggles for safeguarding the interests of employees and BSNL.
CHQ has received many requests seeking extension of the tenure period for officials working under temporary transfer arrangements. A good number of officials, particularly in the JE cadre, were transferred under Rule-9 and, after completion of their tenure period, they are being relieved to return to their parent circles. In this connection, CHQ has forwarded a specific case from UP (West) Circle to the Director (HR), requesting consideration of extension of the tenure period on humanitarian grounds. The concerned official belongs to a circle where the JE cadre has already been declared surplus. CHQ has urged the management to take a sympathetic view and consider extending the temporary transfer tenure in deserving cases to avoid undue hardship to the officials concerned.
The Silver Jubilee Celebration of BSNLEU Assam Circle was held with great enthusiasm and revolutionary spirit on 8th May, 2026 at the Multipurpose Hall. The meeting was presided over by Bijay Thakur and witnessed the enthusiastic participation of employees, pensioners and well-wishers from various districts, commemorating 25 glorious years of struggle, unity and sacrifice in defence of BSNL and the rights of telecom workers. Addressing the gathering, Com.Animesh Chandra Mitra, GS, Com.Omkar Bhowmick, Org. Secretary (CHQ), Com.M.R.Das, President (AIBDPA) and Com.Jayanta Kumar Choudhary, CS, BSNLEU, highlighted the historic formation and militant struggles of BSNLEU. The General Secretary elaborately dealt with key issues concerning the 3rd PRC, IDA settlement, perks and allowances, Labour Laws, NEPP promotion policy, VRS-related matters and the financial viability of BSNL. He also explained in detail the role of CMD BSNL, DoT, BSNL Management and Government policies relating to the future of BSNL and its employees. The leaders called upon all comrades to further strengthen unity and carry forward the legacy of democratic struggles with renewed determination and commitment. A vibrant cultural programme presented by employees and family members of BSNLEU Assam Circle added colour and enthusiasm to the celebration, making the event memorable and successful. The meeting concluded with the vote of thanks delivered by Bijoy Deka.
BSNLEU has strongly protested against the practice of assigning higher responsibilities of executive cadres to the Non-Executive Junior Engineer cadre without their consent. It has come to the notice of the CHQ that the administration in several circles is assigning duties and responsibilities meant for executive cadres such as JTOs and SDEs to officials in the JE cadre. Recently, it has also been reported that Junior Engineers are being forcibly entrusted with the role of BBM (BharatNet Business Manager) in the FTTH segment.

एनएफटीई के महासचिव और AUAB के अध्यक्ष, साथी चंडेश्वर सिंह ने बैठक की अध्यक्षता की। BSNLEU के महासचिव और AUAB के संयोजक, साथी अनिमेष मित्रा ने सभी का स्वागत किया और एजेंडा के विषयों पर अपनी बात रखी। एजेंडा के विषयों पर विस्तार से चर्चा की गई और सर्वसम्मति से निम्नलिखित निर्णय लिए गए :
It is the need of the hour to unitedly and effectively fight against the Government and the Management to safeguard the common interests of regular employees, pensioners and contract/casual labourers, ensuring justice, equality and protection of their rights. But, it has come to the notice of CHQ that the formation and functioning of the BSNL Coordination Committee in certain circles and districts is not up to the expected level. The Coordination Committee, comprising BSNLEU, AIBDPA and BSNLCCWF, is a crucial platform for ensuring united and effective functioning on common issues affecting employees, pensioners and contract workers. However, reports indicate that in some areas, the committee is either inactive or not functioning properly. In this regard, CHQ requests all Circle Secretaries to take the matter seriously and ensure the proper and effective functioning of the BSNL Coordination Committee at both circle and district levels. It must be kept in mind that it is our collective responsibility to coordinate with AIBDPA and BSNLCCWF and strengthen unity in action. If any difficulties are being faced in this regard, the same may be immediately brought to the notice of CHQ, so that the issue can be taken up and resolved in coordination with the CHQs of AIBDPA and BSNLCCWF.
It has become a recurring practice for the BSNL Management to engage in prolonged court battles against the genuine demands of its employees, leading to avoidable expenditure of BSNL. One such instance is the issue concerning the Presidential Order for the employees recruited on Compassionate Ground Appointments. Employees appointed on or after 01.10.2000, as nominees of DoT/DTS/DTO employees who died in harness up to 30.09.2000, have been subjected to discriminatory treatment. Despite a clear order of the Hon’ble Supreme Court dated 26.07.2023 granting relief in such cases, the Management has limited the implementation of the judgment only to those individuals who approached the court, while denying the same benefits to other similarly placed employees. This selective implementation is unjust and contrary to the principles of equality. BSNLEU has strongly protested this approach and has written to the CMD BSNL, urging that instead of wasting resources on litigation, the Management should uniformly extend the benefits of the Supreme Court judgment to all eligible candidates. The Union has specifically demanded that Presidential Offer (PO) be issued to the remaining candidates who are similarly placed and have already approached the court seeking justice on the same grounds.
Around 3,000 casual labourers are still working in BSNL across various segments since the DoT period. Instead of regularising their services or bringing them under the 7th CPC pay structure, the BSNL Management continues to exploit them, in violation of labour laws. Further, these workers have been denied Dearness Allowance (DA) even under the 6th CPC framework since January 2025, aggravating their financial hardship. These issues were discussed in detail at the National Convention held in Delhi on 7th March 2026, which witnessed the participation of a large number of casual labourers from different parts of the country. The delegates strongly voiced their concerns regarding non-regularisation, denial of legitimate pay scales, and other pending demands. Based on the discussions and resolutions adopted in the convention, a memorandum was submitted to the CMD, BSNL, urging immediate and concrete action to address these long-pending grievances.
Recently, the Corporate Office has notified the date for conducting the LICE in the cadre of JTO(T). The eligible JEs have already completed the registration process, and the examination is scheduled to be held on 17th May, 2026. However, it is unfortunate that the Recruitment Section of the Corporate Office has not yet initiated the notification process for registration for the LICE in the cadre of JE and TT. BSNLEU has taken up the matter and has written to the PGM (Rectt. & Estt.), urging immediate action to initiate the notification and complete the necessary procedures without further delay.
